ECFC Revenue Work Group | Launch Call

Building on an April 2026 webinar, and an in-person session at the Spring 2026 ECFC Member Meeting, ECFC, working collaboratively with Tax Equity Funders Network, is launching a Revenue Work Group. The context for this work includes the passage of HR 1, broader federal fiscal shifts, and the increasing devolution of safety net responsibility to states, and financial strain faced by families with young children — all of which have significant implications for early childhood systems and outcomes for young children.
Work Group Purpose: Create a space for early childhood funders — local, regional, and national — to deepen their understanding of state and federal revenue and tax policy as foundational drivers of early childhood programs and systems, and to explore how early-childhood focused philanthropy can engage more intentionally in this arena.
Work Group Format: The Work Group will meet periodically over 12 to 15 months, with virtual one-hour sessions shaped by participant interest and organized around three rotating themes designed to support funders in knowledge-building and action.

The launch of our workgroup discussed narratives that are driving (and undermining!) support for fair and robust public revenues and support for early childhood investments and field work to test and refine narratives at the intersection of revenues and positive outcomes for families with young children.
