Toolkit: State Resources to Respond to the Federal Tax Bill (Dec 2025)

The federal tax and budget bill — H.R. 1, the One Big Beautiful Bill (OBBB) — includes many harmful policy changes that strip access to essential health, food, education, and safety net programs for communities across the county in order to give tax breaks to the ultrawealthy. These funding decreases will put significant fiscal pressure on state budgets to raise revenues to protect, feed, provide health care for our families, and fund our schools and our futures. 

This toolkit includes resources for organizations, lawmakers and advocates across the country. You’ll find state-level research and data, messaging guidance, policy options, and examples that can help support state changemakers in driving tax justice progress in the states during 2025 special sessions and into 2026 legislative sessions. The materials are not intended to be a definitive list of supports. We encourage you to use what works for you, to ask for more, and send SRA your resources to add to this toolkit. The Toolkit is updated as new resources become available.
